Minutes from the SHPOA Public Meeting – January 20, 2024

Keith Woody, Chris Baumgartner, Melissa Migliore, Tom Geoghegan, Charles Wingate, Linda Yarbrough and Julie Webster are present.

Keith Woody, President, called the meeting to order.

Melissa Migliore, Secretary, presented minutes from the September 23rd, 2023 Board of Directors Meeting. There was a motion to accept the minutes as read. It was seconded and approved.

Chris Baumgartner presented the Treasurer’s Financial Report as of December 31st, 2023:
Fiscal year net income: $44,992.87 mainly from dues
Operating expenses: $33,801.53
Net income: $11,191.34
Total current assets: $74,197.23
Chris reminded everyone that these numbers are posted on our website at Sandyharbor.org as well. Discussion and a question from the floor about dues payments and whether our current assets are in cash. Chris confirmed that they are cash assets. There was a motion to accept the fiscal report as read, it was seconded and approved.

Leon Melde, Chair of the Parks Maintenance Committee, was not in attendance. Keith reported that we still need to get our park signs posted. Our committees need more volunteers.

Ed Duckworth, Chair of the Architectural Committee, reminded those in attendance that forms must be submitted to the Architectural Committee for any vertical building. Also that Llano County wants notification of any remodeling planned. Additionally, building requests must be resubmitted every six months if still incomplete. Ed is requesting volunteers to help him make amendments to our building restrictions to include aesthetics.

Rod Baumgartner, Chair of the Roads Committee, reports that we are experiencing some drainage issues, mainly at the entrance to the neighborhood. Llano County is unable to help, but we are working on it. Also, a Yield sign is down and needing to be reinstalled. Rod has received recent quotes on improving/updating the road in Park A, ranging from $8,000 to $18,000, the larger amount representing additions to the current road including widening it. Discussion from the floor and board concerning how long the work would take and how long the resulting road would last. This will be a long term solution lasting ~20 years, and the work should take approximately 2 weeks in Rod’s opinion. Tom Geoghegan proposed a $20,000 allotment to this project. The proposal was seconded and approved unanimously. Rod has the paint and equipment to stripe our roads within the neighborhood where needed. He is working on getting that done.

Doug Hindelang, SHVFD President, thanked Susan Gonzales for all of her help “cleaning up the firehall.” Since buying all new chairs for the fire hall, we currently have an abundance of old chairs available to anyone who may want or need them. We need to either donate or discard them by summertime. Doug also reminded us that chairs and tables are available to property owners to borrow from the firehall for larger gatherings. The VFD has some PVC piping and other materials to be of use during harsh winter weather. Please contact Doug to get use of these materials. The Volunteer Fire Department is in need of volunteers. There is some equipment maintenance required this year on the truck pump and the tanker. Doug has received a quote of $3,000 for the installation of an ADA compliant slab for the fire hall. We may also want to consider adding a back deck to the firehall for the enjoyment of property owners and their friends and families. There were questions and discussion from the floor regarding fire predictions for the coming season and our fire siren testing. Doug reminded us to not dump on Dave Smith’s property.

The Board will be issuing a survey to property owners via email. It is short and anonymous, with open ended questions for more input. The survey covers park improvement ideas and restrictions and enforcement possibilities.

Linda Yarbrough reminds us that we try to hold planning meetings on the second Tuesday of each month, at 5:30pm in the firehall.

Keith and Julie presented information on the coming Total Solar Eclipse on April 8th. We will not be hiring outside help to control traffic in and out of the neighborhood, so we are all reminded to be respectful, keep your guests on your property, don’t use outdoor automatic lights during the eclipse, etc. Discussion followed from the floor regarding preparation, including the stocking up of supplies and gasoline for your cars well ahead of the eclipse.

Our Next Proposed Public Meeting is scheduled for March 16th at 10am in the firehall.

New business: Keith Woody has gotten recent quotes on installing cameras at the entrance to the community for security purposes. These would be solar powered and uploaded via the internet. There is the possibility of installing a camera at the entrance to Park A as well. Discussion from the floor regarding the posting of signs indicating the camera usage to warn off potential theft or defacement of property. Tom Geoghan proposed a $5,000 allotment to this purpose. Discussion from the floor and board concerning a possibly greater cost to set this up and have it maintained. Linda Yarbrough proposed a $10,000 allotment for the installation and monitoring of said cameras. This motion was seconded and approved with one board member opposed.

Keith Woody has acquired a drop box for the submission of POA dues and letters from the property owners to the Board. Pending Doug’s approval, we will be placing the drop box on the exterior of the firehall to be used by property owners and residents at their convenience.

There was an announcement from the floor of a new fitness class taking place at the firehall on Tuesdays at 10:15am. Please refer to the email from Susan Gonzales for more information.

Questions and discussion from the floor concerning the creation of a community directory for Sandy Harbor. It has been 11 years since we have had one created, and there seems to be a lot of interest in bringing it back, ideally in an online format instead of the previous hard copy directories. The idea of including a short survey in the mailings of dues was discussed, in order to collect up to date information on our property owners for this directory. Susan Gonzales is willing to help in the creation of these documents.

Discussion amongst the Board and floor concerning the possibility of paying for our website and directory management. Chris will contact our current webmaster to gain insight on how we may be able to manage these with our current setup.

The Board is asking for more volunteers. Most of our committees are one person operations currently, and that is not sufficient involvement by the community to get the things done that we want done. Please consider volunteering your time to your community, whether it be on the volunteer fire department or on one of the many committees. We need our neighbors’ support in maintaining and improving our community consistently.

Keith Woody reminded us that Board member elections are held in June, and that anyone wishing to run as a board member should contact a current board member to get on the ballot.
